Settings is firm-level. Everything in it applies to your whole firm rather than to one client, entity, or return. It sits at the bottom of the left rail.
Settings is for Technical Admins and Managers. If you do not see it, your role does not include firm administration, and that is expected rather than a problem. See User roles, and what each one can do.

Some firms also see an API Keys card. It appears only if your firm has API access, so its absence is not a fault.
Where to start
Most firms only ever touch two of these.
Setting up your team. Invite someone to your firm, then decide who sees which clients. If you are onboarding several people at once, add your team in bulk instead.
Getting exports to match your tax software. Set your tax software for exports.
The rest are there when you need them and safe to ignore until then.
